Uncontrolled emergence of artificial superintelligence.

The Authority does not originate this assessment. It was volunteered, in public and on the record, by the people building the systems in question: that the industry is racing toward self-improving superintelligence, and that the resulting chance of human extinction is somewhere above one in ten within the decade.

Having received this, the Authority commissioned a vessel, allocated berths at two per kind, opened an unlimited hold, and deferred departure pending an assessment. Both of those things are true at the same time. That is the joke, and it is not really a joke.
